The County shall develop a management system to provide consistent and fair enforcement response to instances of noncompliance with Part Nine, Title Five of these Ordinances. The Director shall develop the system and evaluate and revise it as necessary. The system shall contain an enforcement response plan consistent with this Chapter, that details procedures and time frames to be followed by the Department. The County Executive shall provide an annual enforcement response report to County Council.
