913.05 HYDRANT CHARGES.
   (a)   No person shall draw water from a County fire hydrant without first obtaining a permit from the County. The flow of water from the fire hydrant shall be controlled by the use of a tapped nozzle cap fitted with a control valve.
   (b)   Prior to receiving a permit for the use of a fire hydrant, the user shall make a cash deposit of the following amounts to insure return of the hydrant meter and payment of the hydrant charges:

   (c)   Users permitted to draw water from a County fire hydrant shall return the hydrant meter to the County in good condition as soon as its use is no longer necessary or when requested by the County, and restore the hydrant to its original condition.
   (d)   The failure to comply with the conditions contained in subsection (c) hereof shall result in a forfeiture of the entire deposit amount regardless of the reason for the failure.
   (e)   The weekly charge for use of a County fire hydrant shall be either the charge for water actually used at the rate specified in Section 913.03(b) or if the requirements of subsection (c) hereof are not followed, a weekly charge of fifty dollars ($50.00).
   (f)   The Director may enter into agreements with established water haulers authorizing the regular use of a County fire hydrant under such conditions and at such rates as are deemed advisable.
