(a) A fire protection system shall be connected to a County waterline without a meter in a situation where no water can be drawn off except through a sprinkler head. The fire protection system shall be equipped with an automatic alarm that sounds a fire alarm either inside the building, outside the building or to a central alarm station when water is passing through the sprinkler system. Installations involving detector check valves shall be billed as unmetered service.
(b) A fire protection system shall be connected to a County waterline with a meter in the situation where water may be drawn off other than through a sprinkler head. Users supplied with metered fire protection service shall pay for water used through such line at the rates established in Section 913.03(b) less the billing charge in addition to the monthly rate specified in subsection (c) hereof.
(c) Users supplied with County fire protection service shall be charged the following monthly rates according to the size of the fire service meter:

The following subsection (c) is hereby amended to read as follows, effective January 1, 1991:
(c) Effective January 1, 1991. Users supplied with County fire protection service shall be charged the following monthly rates according to the size of the fire service meter:
