§ 151.050 MULTI-PHASED DEVELOPMENTS.
   A multi-phased development is defined to be a development containing 25 acres or more to be developed in more than one phase and subject to a master development plan with committed elements showing the type of intensity of use of each phase. The entire multi-phase development is vested at the time of site plan approval for the initial phase. The vesting is in the ordinance regulations in place at the time of that initial approval, and the vesting lasts for seven years from the initial approval. If the subdivider proposed that a subdivision be constructed in phases, the following procedures shall apply.
   (A)   A master plan showing the entire proposed subdivision and the phases of development, proposed density, proposed type and location of utilities, and proposed development timetable shall be submitted to the Planning Board for approval.
   (B)   Each phase of development shall be preceded by submission and approval of a preliminary plat as outlined in § 151.046 unless such plat submission is waived by the Planning Board. The master plan may be submitted prior to or simultaneously to submission of the preliminary plat for the first phase of development.
   (C)   As each phase is completed, a final plat must be submitted and approved for that phase as outlined in § 151.047.
   (D)   Approval of the master plan need not be renewed unless density increases are proposed.
