No business shall be transacted at any special meeting of Council, except the particular business for the transaction of which such special meeting may be called; and the notice required by Section 111.01 to be served upon each member requiring his attendance upon such special meeting shall contain a statement of the business for the transaction of which such special meeting may be called.
