The regular meetings of Council shall be held in Council Chambers on the second and fourth Wednesday of each calendar month beginning at 7:00 p.m., effective January 1, 1999 except during the months of July and August which shall be known as the “summer vacation months”. The Mayor or any three members of Council may call a special meeting upon at least twelve hours’ notice to each member, served personally or left at his usual place of residence, stating the place, time and object of the special meeting provided that Council may adjourn any regular meeting to reconvene at any fixed future time.
