1351.09 FEE, BILLBOARD PERMIT.
   The fee to be charged for permits issued under the provisions of Section 1351.08, shall be one dollar ($1.00) for each billboard, sign board, illuminated or other roof sign erected. An annual inspection fee shall be charged any person, as owner, or in the possession, charge or control of any billboard, sign board, illuminated or other roof sign now in existence or hereafter erected, in the sum of one dollar ($1.00) for each billboard, sign board or roof sign. However, if such sign board does not exceed sixty-five square feet in area and is attached to the surface of a permanent building, and is designed to give publicity to the business carried on in such building and conforms in all respects to the provisions of Section 1351.05, no fee for erection or inspection shall be charged, but no more than one sign of sixty-five square feet shall be allowed for each twenty-five lineal feet of frontage, unless the fees for location and inspection are paid. Billboards or sign boards, which are to be used to advertise the sale or lease of the property upon which they shall be erected, shall be exempt from the provisions of Sections 1351.05 to 1351.15, except that they shall be safely constructed and maintained; but permits shall be required for any such billboards or sign boards exceeding thirty square feet in area.
