(a) City of Struthers Council finds that all real property in the City contributes to runoff and either uses or benefits from the maintenance of the storm water system. Therefore, except as otherwise provided in this Section, all real property in the City, including property that is tax exempt from property tax by the State of Ohio Department of Assessments and Taxation, shall be subject to said Storm Water Management Fee.
(b) Property which is owned by the City shall be exempt from the Fee.
(c) Undeveloped Property shall be exempt from the Fee.
