The Council acting as the Board shall, by Ordinance, establish the monthly rate for the Storm Water Management Fee. The monthly rate shall be calculated to insure adequate revenues to fund the costs of storm water management and to provide for the operation, maintenance, and capital improvements and debt service for the storm water system in the City.
