A monthly service fee shall be imposed upon all real developed property in the City to fund the Storm Water Management Program. This service fee shall be known as the Storm Water Management Fee (“Fee”). The City Council acting as the Board shall, by Ordinance, establish the monthly rate for the Storm Water Management Fee. The monthly rate shall be calculated to insure adequate revenues to fund the costs of the Storm Water Management Program, including operation, maintenance, and capital improvements and debt service.
