(a) The Storm Water Management Program to protect the waterways and land in the City by controlling flooding and to protect the natural environment has been established. In order to provide revenue to fund the cost of said program and to fairly allocate those costs, a Storm Water Management Fund has been established for the purposes described herein and said cost should be allocated, to the extent of practical, on all developed properties based on their impact on the storm water system.
(b) All revenues collected form the Storm Water Management Fee, from grants, permit fees and other charges collected under the Storm Water Management Program shall be deposited to the Fund. The Council may make additional appropriations to the Fund. All disbursements from the Fund shall be administered by its authorized agents.
