(a) Council hereby establishes a sewer user rate charge of six dollars ($6.00) per month, effective April 1, 1990, for residents of the City who do not have water provided by Ohio Water Service Company with the exception of those who are not tied into our sanitary sewer system.
(b) A debt service charge shall be applicable as per Section 933.28.
