(a) In order to protect, regulate and operate the wastewater collection and treatment system, the following permit fees and user charges are hereby established in conformance with the provisions of this chapter:
(1) Storm sewer connection permit.
A. One hundred seventy-five dollars ($175.00) for each commercial or industrial lot, parcel of land, building or premises;
B. Fifty dollars ($50.00) for each residential lot, parcel of land, building or premises.
(2) Industrial wastewater discharge permit. Permit costs are based on discharge volume according to the following chart:

Sampling Costs
Monitoring frequency is also determined by discharge volume according to the following chart:

Monitoring frequency shall be a combination of scheduled and unscheduled monitoring and industrial self-monitoring. One-half of the monitoring visits shall be unscheduled.
Minor significant users shall not be required to self-monitor unless priority pollutants are found during a periodic spot check which will be made by the City.
Sampling costs to the user for control authority monitoring are five hundred twenty dollars ($520.00) for the sampling run, plus analysis costs. For self-monitoring, the industrial user picks an outside lab and bears all the costs as per Ordinance No. 99-9769. (User shall be required to send a copy of the original lab data with the self-monitoring report).

(3) Sewer connection permit:
Residential: $750.00
Commercial: $1,300.00
Industrial: $1,300.00

(4) Natural outlet discharge permit: $300.00
(5) Commercial discharge permit:
Outside City limits: $500.00/3-year period.

(b) For the purposes provided in this chapter there is levied and charged upon each lot, parcel of land, or premises having an active connection with the sewerage system or otherwise
discharging sewage, industrial wastes, water, or other liquids, either directly or indirectly, into the City's system, sewer charges, payable herein provided and in amounts to be determined as follows:
(1) Four dollars and fifty cents ($4.50) per one hundred (100) cubic feet of water used per month (effective June 1, 2022).
(2) Five dollars ($5.00) per one hundred (100) cubic feet of water used per month (effective January 1, 2024).
(3) Five dollars and fifty cents ($5.50) per one hundred (100) cubic feet of water used per month (effective January 1, 2026).
Any premises located outside the City Limits, which must be served by system shall be governed by rates established by contract and approved by the Council of the City of Structures.
(c) In addition, for the purposes provided in this chapter, there is a Debt Service Charge levied upon each lot, parcel of land, or premises having an active connection with the sewerage system or otherwise discharging sewage, industrial wastes, water, or other liquids, either directly or indirectly, into the City's system. The debt service charge is fixed herein and is as follows:
(1) Debt Service Charge effective June 1, 2022 - four dollars and fifty cents ($4.50) per month.

(d) Any premises located outside the City limits which must be served by the system shall be governed by rates established by contract and approved by Council.

(e) The grease disposal rate is as follows with the acceptance of grease from haulers servicing establishments in the Struthers Wastewater Treatment Plant Service Area:
