On streets fifty to sixty feet wide the pavement on sidewalks shall be five feet wide; on streets between forty and fifty feet wide the pavement on sidewalks shall be four feet wide; on streets forty feet wide or less, the pavement on sidewalks shall be four feet wide. All sidewalks and pavements thereon shall incline from the sides of the street towards the curb line three-eighths of an inch to the foot. However, for good and sufficient reasons Council by special ordinance may depart from the widths herein specified.
