The Committee shall organize by annually electing a chairman, vice chairman, secretary and treasurer from its membership, provided that the first chairman to serve under the terms of this chapter shall be appointed by the Mayor. The Committee shall adopt its rules of procedure and shall hold such meetings either regular or special as it may deem necessary to carry out its work.
