256.04 SCHEDULE OF CHARGES.
   Costs incurred by the City of Strongsville with respect to unauthorized spills, releases and discharges of materials shall be calculated based on the following charges:
   (a)   Engine - Aerial Truck.
      $400.00 for the first hour or any portion thereof.
      $6.60 per minute after first hour.
   (b)   Equipment Van.
      $300.00 for the first hour or any portion thereof.
      $5.00 per minute after the first hour.
   (c)   Rescue Squad.
      $200.00 for the first hour of any portion thereof.
      $3.30 per minute after the first hour.
   (d)   Supplemental Automobiles.
      $24.00 for the first hour or any portion thereof.
      $0.40 per minute after the first hour.
   (e)   Equipment, Apparel and Supplemental Supplies.
      (1)   Sanitization, cleaning and/or repairs shall be billed at actual cost.
      (2)   Replacement of equipment shall be billed at the current actual replacement cost.
      (3)   Examples of items commonly used may include, but are not necessarily limited to:
         Oil dry, bag;
         Absorbent clay, bag;
         Trisodium phosphate, bag;
         AFFF alcohol foam concentrate;
         Absorbent booms;
         Absorbent dikes;
         Absorbent pads;
         Absorbent sheets;
         Light soda ash, bag;
         Polyethylene, roll;
         Salvage covers;
         Drums and trash cans;
         Buckets;
         Brushes;
         Hoses;
         Towels;
         Soap;
         Rubber encapsulated suits;
         Self contained breathing apparatus;
         Firefighting turn-out clothing;
         Acid splash suits;
         Gloves (various types);
         Hard hats;
         Duct tape;
         Baby powder;
         Knee boots;
         Intake fluids.
   (f)   Assistance of Private Party or Governmental Agency. Actual costs charged by assisting party or body.
   (g)   Personnel. City of Strongsville and mutual aid personnel rate of pay shall be determined by the schedule listed in the current labor agreements.
   (h)   Other Direct and Incidental Costs. Actual cost, or replacement cost as appropriate. Examples include, but are not limited to:
         Telephone and other communication costs.
         Medical expenses.
         Damage to firefighting apparatus.
         Cost of disposal of material(s).
         Laboratory analysis.
         Other incidental expenses.
   NOTE: All vehicle charges commence upon departure from station and cease upon return to station. Chargeable personnel costs shall include all time spent in connection with the spill, including, but not limited to, time spent in transit, on scene, and elsewhere, while investigating, testing, abating and reporting, and while sanitizing, decontaminating, cleaning, repairing and/or replacing material(s) or property.
