(a) The Fire Chief, or his or her designated representative, is authorized to keep a detailed record of the City's costs for investigating, mitigating, minimizing, removing or abating an unauthorized spill, release or discharge of material into or upon the environment, including any incidental costs, and to develop a schedule of charges used to determine such costs which shall be approved by Council. Upon approval by Council, such charges shall be effective as the costs to be recovered under Ohio R.C. Section 3745.13, and shall be kept on file in the Fire Division and made available for inspection by the public during normal working hours. The schedule may be revised to reflect increases and decreases in such costs and those changes shall become effective upon approval of Council.
(b) The Fire Chief, or his or her designated officers or firefighters, shall have the authority to request the assistance of any other governmental body, or agency or division thereof, in the event of an unauthorized spill, release or discharge at a location within the territorial jurisdiction or responsibility of the City.
(c) The Fire Chief, or his or her designated officers or firefighters, shall have the authority to request the assistance of any expert, consultant or contractor in the event of an unauthorized spill, release or discharge at a location within the territorial jurisdiction or responsibility of the City.
