Pursuant to the provisions of Article IV, Section 8 of the City Charter, there is here by established a Department of Engineering in and for the City which shall be headed by a City Engineer who shall be a registered professional engineer in the State and who shall have been a practicing engineer for at least five years. The Engineer's duties shall be to:
(a) Give advice to Council, the Mayor, the Planning Commission and other City administration officials on all problems pertaining to engineering, zoning, building, sewers, development and repair of property in the City, including, but not limited to, the streets therein;
(b) Attend all Council and Planning Commission meetings and, when requested, committee meetings and conferences;
(c) Deliver to Council periodic reports, or reports as requested, on progress of improvements under his charge;
(d) Prepare and update all City zoning and street maps;
(e) Examine and approve or disapprove all plans for subdivisions and installation or improvement of streets, sanitary sewers, storm sewers and appurtenances thereto;
(f) Exercise continuing control and inspection of public installations and public improvements while work is in progress; and
(g) Do any and all engineering work required by and for the City as directed by the Mayor.

(h) Oversee the operation of wastewater treatment facilities of the City.
