The Mayor and every Council member shall be a resident of the City for at least one (1) year immediately prior to that individual's election or appointment, and during that individual's term of office shall continue to be a resident of the City, and shall be a qualified elector thereof. In addition to the foregoing, no individual shall be eligible to hold a Ward Council position unless that individual shall have been a resident and qualified elector of such Ward for one (1) year immediately prior to that individual's election or appointment and must remain a resident of said Ward during that individual's term of office.
