240.04 ORGANIZATION AND DUTIES OF PERSONNEL.
   (a)   The Department of Public Service and Properties shall be composed of the following divisions:
      (1)   Division of Service and Properties.
      (2)   Division of Sewers.
   (b)   The Director of Public Service shall be the executive head of the Department of Public Service and Properties under the direction of the Mayor. Until this position is filled or in the event of a vacancy in the Department, it shall be under the supervision and control of the Mayor.
   The Director of Public Service shall supervise and control all personnel in the Department. He shall be responsible for the construction, maintenance and repair of public streets, grounds, ditches, sidewalks, parks, sewers and public buildings, the removal of snow, ice and debris from streets and public grounds, the collection and disposal of rubbish, garbage and all other waste materials. He should be responsible for the maintenance, storage, repair and inventory of all parts, equipment and motor vehicles used by the Department. Each of the other members and employees of the Department shall have such powers and perform such duties as may be required of them or directed by the Director.
   (c)   The table of organization and duties of the personnel of the Department of Public Service and Properties shall be as follows:
      General Field Superintendent
      Road Commissioner
      (1)   Division of Service and Properties.
         Foreman.
         Assistant foreman.
         Equipment operator.
         Truck driver.
         Laborers.
         Laborers - part-time.
         Sexton.
      (2)   Division of Sewers.
         Foreman.
         Assistant foreman.
         Truck driver.
         Laborer.
         Laborer - part-time.
   The duties of the personnel of the Department are those made and set forth in the pamphlet attached hereto and made a part hereof dated March 1, 1972, which pamphlet and the information contained therein was constructed by the Mayor as Director of Public Service.
