238.07 PETTY CASH FUNDS.
   (a)   There shall be and is hereby established an Imprest Petty Cash Fund of one hundred dollars ($100.00) within the Fire Department, a petty cash fund of one hundred dollars ($100.00) within the Recreation Department, a petty cash fund of one hundred dollars ($100.00) within the Police Department and a petty cash fund of five hundred dollars ($500.00) within the Finance Department.
   (b)   There shall be and is hereby established a Change Fund of four hundred dollars ($400.00) within the Recreation Fund, a Change Fund of two hundred dollars ($200.00) within the Mayor’s Court, a Change Fund of two hundred and fifty dollars ($250.00) within the Police Department, and a Change Fund of two hundred dollars ($200.00) within the Finance Department.
   (c)   There shall be and is hereby established an Investigative Fund of four hundred and fifty dollars ($450.00) within the Police Department.
   (d)   The Petty Cash Funds established by this section shall be used for the small purchases for which an appropriation has been authorized, the Change Funds shall be used for making of change, and the Investigative Fund shall be used for small investigative purchases.
   (e)   The Petty Cash Funds, Change Funds and Investigative Fund established by this section shall be under the management and control of the Department Head of the Department for which the fund was established.
   (f)   Each Department shall maintain a separate Petty Cash Book and, where applicable, an Investigative Fund Book, wherein the monies received and expended. Each expenditure shall be supported by a receipt and no expenditure shall be made without the approval of the Department Head.
   (g)   The Petty Cash Fund established in the Finance Department shall be for the benefit of the departments located at the Service Center.
   (h)   Each Petty Cash Fund and the Investigative Fund shall be audited regularly by the Director of the Department of Finance.
   (i)   Reimbursement to each fund shall be made by the Director of Finance periodically for the amount paid out of said funds.
