238.02 DIRECTOR OF FINANCE.

There is hereby created the position of Director of Finance. The Director shall be appointed by the Mayor subject to the approval of Council. He shall serve the pleasure of the Mayor and shall be in charge and control of all employees of the Department of Finance and Purchasing. He shall perform whatever functions are requested of him by the Mayor.
