There is hereby established in and for the City a Department of Finance and Purchasing to be administered by a Director of Finance, subject to the provisions of the City Charter and ordinances of the Municipality and further subject to the direction of the Mayor in instances not governed by the Charter, ordinances or general laws of the State pertaining to such department and personnel therein.
