(a) Wherever in Ohio R.C. 729.01 through 729.12 and 735.05 through 735.09, the Director of Public Service is required to give notice, receive bids, administer contracts and bidding procedures or perform other duties, such duties shall be performed by the Mayor.
(b) The plans, specifications, estimates and profiles of proposed improvements, the cost of which is proposed to be assessed in whole or in part against benefitted properties pursuant to Ohio R. C. Chapter 727, required by Ohio R.C. 727.12 to be filed in the office of the Director of Public Service shall be filed in the office of the Mayor.
(c) The return of service of the notice to construct or repair sidewalks, curbing or gutters, required by Ohio R.C. 729.02, shall be made to the Mayor.
(d) In addition to the foregoing, wherever in those portions of the general law of Ohio which are applicable to the City, the Director of Public Service or the Director of Public Safety is designated as the person to give notice, to receive material for filing or to perform any other administrative functions, such duties shall be performed by the Mayor until such time as Council, acting pursuant to the City Charter, establishes an administrative department or office which includes some or all of the aforesaid duties performed by the Director of Public Service or the Director of Public Safety in cities operating pursuant to the statutory general plan of government, or until otherwise provided by Council.
