Council may by ordinance provide for the organization of, and prescribe the functions of a Department of Public Service and Properties, and any and all other departments and/or divisions, subdivisions or sections thereof. Council by ordinance may combine or consolidate any such departments, divisions or sections; abolish the same; or authorize one official or person to be the head of two or more departments, divisions, subdivisions, or sections, subject only to the requirement that any such ordinance shall not be inconsistent with any provisions of the Charter.
