240.07 LIMITED SENIOR DRIVEWAY SNOW REMOVAL PROGRAM.
   (a)   There is hereby established a Senior Driveway Snow Removal Program in the City of Strongsville.

   (b)   In order for a senior citizen to participate in the aforesaid Senior Driveway Snow Removal Program, such individual must file an application and register on forms provided by the City with the Department of Public Service on dates publicized each year and meet the following requirements:
      (1)   The applicant must own and reside in the dwelling for which participation in the Program is being requested;
      (2)   The applicant and all other occupants of the dwelling must be sixty-two (62) years of age or older;
      (3)   The combined gross income for the applicant’s household must be $27,065 or less*; and
      (4)   The applicant must agree to release the City, its servants, agents and employees from any liability arising out of snow removal on the applicant’s property; and
      (5)   The applicant must present and demonstrate proof of compliance with the above and otherwise comply with such rules and regulations promulgated by the Mayor and/or Director of Public Service in connection with this Program.
      *   For participation of the Senior Driveway Snow Removal Program commencing in the Fall of 2008 and each year thereafter, the amount of combined gross income for the applicant’s household for eligibility in such Program set forth in this subsection shall be adjusted by the cost of living percentage established by Social Security for such year.

   (c)   The Mayor and Director of Public Service be and are hereby authorized to promulgate rules and regulations establishing practices and procedures for and in furtherance of the Senior Driveway Snow Removal Program.
   (d)   The funds for the purposes of this Program shall be paid from the General Fund and/or Street Construction, Maintenance and Repair Fund.
