ARTICLE I
NAME, BOUNDARIES AND POWERS OF THE MUNICIPALITY
SECTION 1. NAME AND BOUNDARIES.
   The municipal corporation now existing as the Village of Strongsville shall continue to be a body politic and corporate under the name of the City of Strongsville and with the same boundaries, with authority to change its boundaries and annex other territory contiguous thereto in the manner authorized by the general laws of Ohio; but no territory shall be detached therefrom, nor shall the City be annexed to any other municipality, without the consent of the Council and a majority of the electors voting on such question.
SECTION 2.   POWERS.
   The Municipality of Strongsville shall have all powers of local self government and municipal home rule now or hereafter granted to municipalities by the Constitution and laws of Ohio.
SECTION 3.   MANNER OF EXERCISE.
   All such powers shall be exercised in the manner prescribed by this Charter or by ordinance of the Council created hereby. The powers of the Municipality may also be exercised, except as a contrary intent or implication appears in this Charter or in the ordinances of the Council, in such manner as may now or may hereafter be provided by the general laws of Ohio. This Charter and City ordinances, rules and regulations shall be construed broadly in favor of the home rule powers of the City including, but not limited to, those instances where this Charter or City ordinances, rules or regulations conflict with the provisions of the general laws of Ohio.
