The term of the four residents to be appointed by the Mayor shall be three years, except that the term of three of the members appointed to the first Shade Tree Commission shall be only one, two and three years in order of their appointment. If a vacancy occurs during the term of any such member, his or her successor shall be appointed by the Mayor for the unexpired portion of such term.
