There is hereby established a Shade Tree Commission for the City of Strongsville, which Commission shall consist of seven members as follows: City Coordinator of Natural Resources, Director of Public Service or an employee of the Service Department designated by the Director, the City Engineer or an employee of the Engineering Department designated by the City Engineer, and four residents of the City who shall be appointed by the Mayor and serve without compensation. The Mayor and the Council representative to the Planning Commission shall be non-voting ad hoc members. In addition, the Commission shall have the right to call in consultants as it sees fit, provided that funds have been appropriated therefor. Four voting members shall constitute a quorum at any meeting. No meeting may be held without a quorum being present. No approval or favorable recommendation of the Commission shall be deemed granted unless concurred in by a majority of the voting members present at the meeting.
