No person who is not specifically exempted by this chapter shall, whether acting as an individual owner, employee of the owner, operator or employee of the operator, or as an agent or independent contractor for the owner, employee or operator, or as a participant or worker, operate a tattoo establishment without first obtaining a license from the City for the tattoo establishment, and demonstrating full compliance with the requirements of all other applicable County and State agencies, or otherwise violate or fail to comply with any of the provisions of this chapter.
