The Commission shall organize at its first meeting in June by annually electing a chairman and any other officers deemed appropriate or necessary from its membership. The Commission shall adopt its rules of procedure and shall hold regular monthly meetings, except during periods of recess as determined by the Commission, and shall hold such further meetings, either regular or special, as may be necessary to carry out its work.
