(a) All powers which are now or may hereafter be exercised by the City, and which are not otherwise designated by law to be exercised by another officer or body of the City, shall be and are vested in Council.
(b) These Rules or any of them may be temporarily suspended at any meeting of Council by a majority of Council except when a greater number is required by law. The vote on such suspension shall be taken by the ayes and nays. In case any rule herein shall not have been adhered to by Council, the same shall be regarded as having been suspended.
(c) These Rules may be altered, repealed or supplemented in whole or in part at any meeting of Council by a motion receiving a majority affirmative vote of all members of Council.
(d) In all instances not otherwise governed by law, Council shall be governed by Roberts Rules of Order Newly Revised 11th Edition.
(e) The determination that any part of these Rules is invalid shall not invalidate or impair the force or effect of any other part hereof, except to the extent that such other part is wholly dependent for its operation upon the part declared invalid.
(f) When reference is made to any officer, office or position in these Rules, said reference shall also apply to any person authorized to act in place of said officer or to hold said office or position in place of the incumbent pursuant to these Rules.
(g) All gender specific references to members or officers of Council in these Rules shall be construed to include both sexes.
