220.08 VOTING.
   (a)   All votes relative to the adoption of any ordinance or resolution shall be taken by a roll call vote of all members. The vote shall be taken and recorded by the Clerk in the Council Journal by an aye or nay vote of each member. The vote on any other matter shall be taken by collective voice vote and the Clerk shall enter the result in the journal. Any member of Council, or the Clerk of Council, may require a roll call vote on any vote.
   (b)   Each ordinance or resolution shall be passed, except as otherwise provided by law, by a vote of at least a majority of all members of Council. Emergency ordinances and resolutions must receive the affirmative vote of five members of Council. An ordinance or resolution containing an emergency clause which receives an affirmative vote of a majority of all members of Council, but which does not receive the necessary votes for emergency passage loses its emergency status and will go into effect as provided by law as if it had been presented without an emergency clause. The vote for the passage of each ordinance and resolution shall be by aye or nay on the issue itself. An ordinance or resolution which does not receive an affirmative vote of a majority of the members of Council shall be considered defeated and shall be removed from the Agenda.
   (c)   Every member present shall vote on any question on the call of the ayes and nays, unless the member has a conflict of interest or is otherwise prohibited by law from voting. However, any such conflict or prohibition on voting must be disclosed by the member on the record prior to the roll call.
   (d)    Any member may call for a statement of the question.
   (e)   When a motion is made and seconded, it shall be stated by the presiding officer before any debate shall be in order. Any such motion and any amendment thereto may be withdrawn by the movers thereof at any time before decision, if a majority of the members then present agree thereto. Any member may call for a division of the question, or the presiding officer may direct the same, and in either case, the same shall be divided if it comprehends questions so distinct that if one is taken away, the other will stand as an entire question for decision.
   (f)   A motion to reconsider shall take precedence over all other motions except a motion to adjourn or to table. Only a member who was absent and excused or who voted with the prevailing side may move a reconsideration of any action of the Council, and provided that the motion to reconsider shall be made not later than the next Council meeting after such action is taken. No motion to reconsider shall be made more than once on any one matter or subject and the same number of votes shall be required to reconsider any action of the Council that were required to pass or adopt the same. If the motion is carried, the original motion is again open to discussion and vote.
   (g)   The motion to adjourn shall always be in order, unless Council is engaged in voting. The motions to adjourn, to lay on the table or for the previous question shall be decided without debate.
   (h)   When a question or proposition is before Council or under debate, no motion shall be received except the following:
      (1)    To adjourn.
      (2)    To lay on the table.
      (3)    For the previous question.
      (4)   To postpone to a certain day.
      (5)    To commit or refer.
      (6)    To amend.
      (7)    To postpone indefinitely.
   The several motions shall have precedence in the order in which they are herein arranged.
