220.07 COMMITTEES.
   (a)   The Standing Committees of Council shall be as follows:
      (1)   Building and Utilities
      (2)   Communication and Technology
      (3)   Economic Development
      (4)   Finance
      (5)   Planning, Zoning and Engineering
      (6)   Public Safety and Health
      (7)   Public Service and Conservation
      (8)   Recreation and Community Services   
   The President of Council shall appoint the standing committees, each consisting of three members, the first member named to be appointed as Chairman. Each committee Chairman shall designate another member of the committee as a Vice-Chairman to serve in the absence of the Chairman. The President of Council may at any time remove any member of any committee appointed by said President and appoint a new member to serve on the committee.
In addition to the above committees, one member of Council shall be appointed by the President of Council to be a representative to the Planning Commission; one member of Council shall be appointed by the President of Council to be a representative to the School Board; and one member of Council shall be appointed by the President of Council to be a representative to Southwest General Health Center.    (b)   Whenever Council, at the discretion of the President, resolves itself into a Committee of the Whole, the President shall act as Chairman.
   (c)   When it is desired that legislation be considered by two or more committees jointly, a reference by the President of Council without objection, or upon motion to refer by any member and adopted by a majority vote of the members of Council to a joint committee composed of the membership of both said standing committees shall operate to constitute such committees as a single committee. A quorum of such joint committee shall consist of a majority thereof. A majority vote, similarly counted, shall be required for action by such joint committee. The President of Council shall designate one of the committee chairmen to officiate.
   (d)   Any member may excuse himself from serving on any committee with the consent of a majority of all members of Council.
   (e)   No committee shall approve any ordinance or resolution unless it has first been considered at a meeting of that committee. Legislation in draft form may be considered by a committee prior to it being introduced to the Council.
   (f)   All reports of committees shall be given orally during the course of a regularly scheduled Council meeting by the Chairman or a member of the committee. Committee reports shall be limited to matters before the Committee and shall not exceed five minutes in duration. A written report may be submitted to the Clerk by the Chairman of the committee for record keeping purposes. The Clerk will arrange for committee minutes to be promptly completed and distributed to Council.
