(a) Regular meetings of Council shall be held on the first and third Monday of every month at 7:00 p.m. unless such Monday falls on a legal holiday or unless otherwise designated. If any Monday is declared a legal holiday, the meeting shall be on the first work day following except during periods when Council has voted to be in recess.

(b) The Mayor or any three Council members may call Special meetings with at least twenty-four hours written notice to each member, served personally or left at their usual place of residence. The notice of the special meeting shall state the subject or subjects to be considered at the meeting and no other subject shall be considered prior to the disposition of those for which such meeting was called.
(c) The directors or heads of all departments are required to attend each meeting of Council and to answer any questions relating to the affairs of the Municipality under their respective management and control as may be put to them by any member of Council.
(d) Council hereby authorizes the televising of all regular, special, and emergency meetings of Council by the cable television franchise or franchises serving the City.
