(a) Whenever any law enforcement officer finds a vehicle standing upon a street or highway in violation of Section 452.01, he may move such vehicle or require the driver or other person in charge of the vehicle to move the same, to a position off the paved or improved or main traveled part of such street or highway.
(b) Whenever any law enforcement officer finds a vehicle unattended upon any street, bridge or causeway, or in any tunnel, where such vehicle constitutes an obstruction to traffic, such officer may provide for the removal of such vehicle to the nearest garage or other place of safety.
(c) Whenever any vehicle is found for which two or more parking tickets charging the commission of a parking infraction in this City have been issued and the owner or operator has failed to answer the charges as required and the City has not collected the amount of the fines, penalties, and costs arising out of those parking infractions, any law enforcement officer may provide for the removal and impoundment of such vehicle.
