450.08 RELEASE OF IMPOUNDED VEHICLES.
   (a)   Any vehicle which has been impounded pursuant to any provision of C.O. Chapter 452 shall be released to the owner or other person lawfully entitled to possession after the owner or other person lawfully entitled to possession complies with all the applicable provisions of C.O. Chapter 452 dealing with release from impoundment and upon the occurrence of one of the following:
      (1)   If an answer to the summons and complaint is made and the answer admits the commission of the infraction and payment of the fines and penalties prescribed by this Chapter and payment of all towing, storage, impound fees, and administrative fees and costs have been made.
      (2)   If an answer to the summons and complaint is made and the answer admits with explanation the commission of the infraction and payment has been made or a bond posted or cash has been deposited equal in an amount to the payment specified in paragraph (a) (1) of this Section.
      (3)   If an answer to the summons and complaint is made and the answer denies the commission of the infraction and a bond has been posted or cash has been deposited equal in amount to the payment specified in paragraph (a) (1) of this Section.
      (4)   If no answer to the summons and complaint is made and a bond has been posted or cash has been deposited equal in amount to the payment specified in paragraph (a) (1) of this Section, plus the bond is posted or cash deposited equal to all potential additional penalties under C.O. Sections 450.05 and 450.06 hereof.
   (b)   No vehicle shall be released pursuant to this Section unless the person claiming ownership or lawful possession has satisfied all unpaid parking infraction judgments.
   (c)   No vehicle shall be released pursuant to this Section unless the person claiming ownership or lawful possession produces proof of identity and ownership.
   (d)   No required bond or cash deposited for the release of a vehicle under this Section shall exceed one thousand dollars ($1,000.00) except as necessary to satisfy all unpaid parking infraction judgments as set out in paragraph (b) of this Section.
