1464.01 CONSTRUCTION OF SIDEWALKS PRIOR TO OCCUPANCY OF NEW BUILDINGS.
   (a)    No person shall occupy any dwelling, apartment or commercial building constructed in the City unless and until sidewalks are provided in front of such buildings.
   
   (b)    The side yards of all buildings, as enumerated above, constructed on corner lots are to be considered and treated the same as front footage.
   
   (c)    A deposit of three dollars ($3.00) for each foot of sidewalk adjacent to a highway, street, avenue or alley which is open to public use is required to guarantee the construction of a sidewalk for any dwelling, apartment or commercial building on any parcel of land upon which no sidewalk exists at the time application for a building permit is made. Upon construction of the sidewalk to the satisfaction of the Building Commissioner, this deposit shall be returned, less five dollars ($5.00) for each separate lot or land to be retained for inspection.
   
   (d)    Upon the recommendation of the Building Commissioner, sidewalk construction may be deferred for six months.
