1456.05 MOVING OF BUILDINGS.
   No building shall be moved to any lot or site within the City without a permit having first been issued by the Commissioner of Buildings at the direction of the Planning Commission. Application for such permit, together with the plans and specifications for such building, shall be filed with the Commissioner and shall remain on file in his office for inspection by any interested parties. Such application, and the plans and specifications, shall be considered by the Planning Commission, who shall direct the Commissioner to issue the permit required by this section, if the Commission finds, after public hearing, that the building to be so moved is structurally sound and its condition does not constitute a hazard to life and limb; that such building will comply, or shall be made to comply, with the requirements and limitations of the City's zoning ordinances and Building Code (if necessary and so required by the Planning Commission, plans shall be submitted which disclose such alterations, modifications or repairs as are necessary to secure compliance with the zoning ordinances and Building Code); that such building is of such value, design, material and location that it will not result in a substantial impairment or destruction of value in neighboring real estate: and that the use of similar ones is reasonably essential to the development of the property proposed to be moved upon. Notice of the public hearing shall be mailed, not less than five days prior to the date of the public hearing, to the owner of the building proposed to be moved, to the owner of the lot or site to which the building is to be moved and to the owners of property any part of which is 300 feet or less from any portion of the lot to which the building is to be moved. If the facts as submitted to and considered by the Planning Commission are such that the Commission determines that it cannot make the findings required above, the Commission shall direct that the Commissioner of Buildings not issue the permit, and the Commission shall, within five days of such direction to the Commissioner of Buildings, notify the applicant of such refusal and the reason therefor.
   This section shall not be construed as abolishing any existing regulation restricting the issuance of permits or the construction or alterations of buildings, but is additional thereto.
