(a) Before any permit for moving any structure or building across or along any sidewalk, street, highway or public place is issued, it shall be approved by the Mayor or Chief of Police. Whenever it is deemed necessary in the public interest, the Mayor or Chief of Police may require that such moving operations be conducted under the supervision of such number of police officers as shall reasonably be required to safeguard life and property during the course of moving operations.
(b) The permit holder shall pay a charge to the City equal to two times the regular hourly rate for each police officer providing such services for each hour of service, plus a charge of sixteen dollars ($16.00) per hour per police car. The officials issuing or approving such permits may prescribe, in writing, reasonable conditions, requirements, routes and precautions, and the day or days and hours of the day during which such moving operations shall be conducted, as deemed necessary in the public interest, and all moving operations shall be performed in conformity therewith.
