When any building mover, licensed as hereinafter set forth, desires to move any structure or building across or along any sidewalk, street, highway or public place within the corporate limits, he shall apply to the Commissioner of Buildings for a permit for that purpose, and before the same is issued, pay a fee of four hundred dollars ($400.00) for a residence, commercial or industrial building or structure. However, if the size of the building or structure to be moved is less than 300 square feet in floor area, the fee shall be twenty dollars ($20.00).
