1438.03 SYSTEM TO BE IMPLEMENTED OR CASH OR BOND TO BE POSTED.
   No permit to construct any structure upon any lots or lands within the City shall be granted until the applicant has provided and installed a system for the proper and adequate drainage of such lots and lands. The system shall be pursuant to and in full compliance with the plans and profiles approved or approved with changes or modifications by the City Engineer. The applicant shall have fully implemented such plans and profiles or, in lieu thereof, such applicant shall post with the Director of Finance either cash money or a bond approved by the Law Director and executed by the applicant as principal and by a compensated surety company in an amount, estimated by the City Engineer, equal to the actual cost of providing and installing such system for the proper and adequate drainage of such lots or lands. The estimate of cost to the City Engineer shall be conclusive.
   In order that a determination may be made as to compliance with the aforesaid plans and profiles, the applicant shall cause a call for inspection to be made of the footing after the forms are set and prior to the pouring of the footer and shall obtain the approval of the Commissioner of Buildings or City Engineer of the elevation and grade line thereof, before proceeding with the foundation. Such applicant shall also call for an inspection of the completed foundation elevation and obtain the approval of the Commissioner or City Engineer of the elevation and grade line thereof, before proceeding with the superstructure.
