The plans and profiles shall be examined by the City Engineer who shall determine whether they make proper and adequate provision for the drainage of the lots or lands upon which the structure will be built, and whether they adequately safeguard the health and safety of the residents in the surrounding drainage area and protect the property therein.
In making his determination, the City Engineer shall consider the effect upon surrounding lots, lands and other property, the over-all drainage requirements of the Municipality, the relationship to public streets, ways, storm and sanitary sewers, and the health and safety of the residents of the Municipality. After examination the City Engineer shall approve, or approve subject to such changes and modifications as he shall deem necessary by reason of the foregoing considerations, the plans and profiles submitted. Any changes or modifications required by the City Engineer shall be incorporated in the plans and profiles by the applicant. All determinations made by the City Engineer shall be conclusive.
