The City Engineer is authorized to inspect and conduct tests of materials, products and methods of construction at any time during the course of construction and at reasonable times thereafter in order to determine compliance with the provisions of this chapter. As a condition of building permit issuance, the owner, his contractor(s) and their agents and employees shall grant entry to the premises and provide all materials and products required by the City Engineer for these purposes.
