(a) Portland cement concrete shall be poured and constructed to a uniform thickness as follows:
(1) Motor vehicle use areas intended for residential use shall be of a uniform minimum thickness of four inches from the building line to the right-of-way line and six inches from the right-of-way line to the curb or street line.
(2) Motor vehicle use areas intended for use other than residential use shall be of a uniform minimum thickness as set forth in the minimum standards established in the detailed drawings in Appendix A hereto, subject to the increase in accordance with paragraph (c) of this section.
(b) Asphaltic concrete shall be laid and constructed to a uniform thickness as set forth in the minimum standards established in the detailed drawings in Appendix A hereto, subject to increase in accordance with paragraph (c) of this section.
(c) The owner or his or her agent shall submit to the Engineer all information and data required to calculate pavement thickness using the equation established by the American Association of State Highway and Transportation Officials in the 1986 Edition of its Guide for Design of Pavement Structures for the type of pavement proposed, as modified and set forth in Table 1 and Table 2 of this chapter, together with the calculation of thickness based thereon. The established minimum standard for thickness shall be increased as determined by the City Engineer based upon his review of the foregoing information, data and calculations.
