Every barn or stable arranged for the keeping of four or more horses, mules or cattle shall be provided with a ventilating shaft of sufficient size and height, and suitable drainage must be provided for the same, so as to keep such building in a sanitary condition. Where such barn or stable is situated upon any lot abutting upon a street provided with a public sewer, it shall be provided with tight floors and drained into the sewer. Wherever it is impossible to ventilate or drain properly such stable so as to keep it in a sanitary condition, the use of such stable for stabling purposes shall be prohibited.
