Upon a report of a condition or perpetration of an act in violation of the Building Code, the inspectors shall immediately examine or cause to be examined such reported violation, and if such violation exists, the Commissioner of Buildings shall immediately order, in writing, the owner, lessee, tenant or person responsible for such violation to make such changes, alterations or repairs as shall satisfy the inspector, and the Commissioner shall cause the prosecution of the person responsible for such violation.
