(a) Each residence, residential unit, place of business, commerce or other place providing goods or services of any type shall cooperate in the recycling of refuse.
(b) In each area of the City designated by the Department of Public Service for curbside collection of recyclable material, all recyclable material shall be separated from other garbage and refuse and grouped together and placed for collection. Recyclable refuse means the following:
(1) Brown, green and clear glass except Pyrex glass, crystal, window glass, mirrors, plate glass, light bulbs, ceramics, china and drinking glasses;
(2) Aluminum cans;
(3) Clear or uncolored opaque (HDPE) containers such as dairy, water and juice bottles and clear or green plastic (PETE) beverage bottles; and
(4) Newsprint.
(c) The Department of Public Service shall establish and give reasonable notice of a schedule of the times and places of collection for recyclable refuse and all persons shall have their recyclable refuse available at the time and place set forth in the schedule. Prior to the scheduled time of collection, all recyclable refuse containers shall be placed adjacent to the street or road in the public right of way but off the paved portion thereof. The owner of recyclable refuse may dispose of such refuse by donation, sale or other alternate methods, if such disposal does not violate any other applicable statute, regulation or ordinance.
(d) When recyclable refuse has been placed for collection in accordance with this section, no person, other than a City employee, or the City's authorized agent, shall collect or remove such recyclable refuse.
