No person shall place or permit to be placed in a garbage or trash receptacle dead animals, feces, materials impregnated with urine, poisons, explosives, dangerous or corrosive chemicals, clothing taken from persons with infectious diseases, any substance which singly or in combination possess a significant present or potential threat or hazard to human health or to the environment, or any substance which singly or in combination requires special handling, processing or disposal because they are or may be flammable, explosive, reactive, corrosive, toxic, infectious, carcinogenic, bioconcentrative or persistent in nature, potentially lethal, or an irritant or strong sensitizer.
