The Municipal Cemetery is maintained for the use and benefit of the citizens of the Municipality and for the use and benefit of others who are permitted to use the same, and such rules and ordinances as are adopted for its control and conduct are designed to give all lot owners and those having occasion to lawfully use the Cemetery, equal rights and protection.
